Weed and Seed is an initiative adopted by the Rendell Administration and Pennsylvania Commission on Crime and Delinquency, to assist Pennsylvania communities in fighting back against drugs, crime, and poverty to restore neighborhood quality of life. The initiative's name describes its two critical components: "weeding" out the violent offenders in high-crime areas and then "seeding" the neighborhood with prevention, intervention, treatment and revitalization services.

WEED

A three part joint operation:

Bike Patrol
  • Undercover: initial intelligence operation intended to rid the target zone of criminal activity.
  • Saturation: a three month operation in which highly visible law enforcement supports the target zone's reduction in criminal activity.
  • Community Policing Strategies: ongoing policing through a community and law enforcement partnership including nuisance abatement and criminal prosecutions.

SEED

This is the phase directly following saturation in which community-driven development of the target zone occurs. Community and state partnerships rebuild quality of life by focusing on:

  • Employment and Leadership Training
  • Neighborhood Revitalization
  • Anti-Drug and Anti-Violence
  • Community and School Education
  • Housing and Economic Development
  • Public Health
  • Community Policing Strategies
